Public desire for better services from government is universal, but the approaches taken to improve public services, and the outcomes achieved, vary dramatically from country to country. Researchers and practitioners around the world have learned much about the factors that influence efficiency, effectiveness, equity, and responsiveness in public service design and delivery across different contexts. Lessons emerging from developing and transition countries have potential to shed new light on longstanding questions about public service performance.

In an effort to consolidate these lessons, the Higher School of Economics (HSE), the Russian Federation Ministry of Economic Development, and the University of Maryland School of Public Policy (UMD), in collaboration with the Association for Public Policy Analysis and Management (APPAM), will hold a conference in Moscow June 27-29, 2011. The conference is designed to attract a worldwide audience, including academics and professionals from universities, think tanks, government agencies, the private sector, civil society, and beyond.

Papers are solicited on all aspects of public policy and public management associated with improving the quality of public services at the local, sub-national, national, and regional levels. Cross-national and comparative papers are encouraged, as are papers that explore the exigencies of public administration in the Russian Federation while advancing concrete proposals to improve public services for Russian citizens. Papers will be presented in topic-oriented panels with presenters and discussants.

EIB-ERSA Prize in Regional Science 2011 awarded to Piet Rietveld

To pursue this aim, the Centre’s annual conference in May is held over two days, with the first half of the programme devoted to presentations based on current / recent PhD research, and the second to papers by SERC staff and affiliates, relating to the Centre’s own research.

A collective book issued from this session is to be published on this topic (Torre A, Traversac J.B., 2011, Territorial Governance, Springer Verlag, Heidelberg & N. York), as well as a special issue of European Planning Studies. The goal is to gather researchers from various fields and various countries around the question of regional development and territorial governance in rural and peri-urban areas. The outcomes will be included in a new publication.

ERSA 2011 - Special Session on Cross Border Regions and Transport Accessibility

The  ‘Cross­Border  Regions’ in Europe represent spaces with a lot of diversified characteristics, concerning the number and variety of countries involved. These  regions face continuous changes in spatial and economical development, different  from the changes  occurring  in  the  core  regions  of  the  countries  implied.  Usually, cross border regions tend to be less developed.  Programs of cross­border cooperation, as the INTERREG, resulted in several  initiatives aiming to contribute for economic development in the related regions.   The transport infrastructures, and the accessibility they provide, are a factor that  may contribute significantly for regional development, namely in these areas. These regions benefited recently from some of these infrastructures, as a consequence of  public investments supported by Trans­European Networks (TEN­T) programs. There  are also other local development factors that can combine with cross­border  accessibility in order to increase trade and local development.

Special Session on Spin-offs and the diffusion of innovation and routines: a micro perspective

Spin-off entrepreneurship continues to attract significant attention from scientists and policy makers alike. This is understandable as spin-off firms have an intrinsic advantage over other start-ups in that they have an embedded link to a parent company. Through this embedded link spin-off firms have an ‘easy’ access to resources for production which has interesting implications. Firstly, spin-off firms seem to outperform other entrants on at least some aspects of success including employment growth and survival chances.

Secondly, they play a key role in the development of clusters. Spin-off firms tend to locate close to the parent company and if a few spatially concentrated companies spawn many successful spin-offs an industry cluster may emerge (see, for example, the work by Steven Klepper, the 2011 recipient of the Global Award for Entrepreneurship Research).

Thirdly, spin-offs are thought to play an important role in the diffusion of knowledge to other firms leading to local, regional and national innovation and productivity growth. Most research and policy efforts about university spin-offs are inspired by this aspect of spin-off entrepreneurship.

Special Session on Productivity and Financing of Regional Infrastructure

This special issues aims at combining the aspects of productivity and financing of regional transport infrastructure in research. There has been considerable discussion about the role of transport infrastructure in stimulating regional economic development.

While most research in this area has focused on aggregate growth effects, the role of transport investment in influencing the location of economic activity at the regional level is an important subject that has received much less attention. Recent studies also highlight the importance of agglomeration effects via increased accessibility when evaluating the productivity changes of transport improvements, thereby resulting in wider economic impact of transport investment than pure reductions in travel time.

On the other hand, there is growing concern about insufficient levels of governmental infrastructure funding and nowadays the private sector plays an important role in the design, finance, operation and maintenance of infrastructure – often in forms of Public Private Partnerships.

The question of controlling land consumption is one of the most important territorial challenges facing Europe today. The European Spatial Development Perspective (1999) made specific reference to the dangers deriving from uncontrolled urban sprawl.

Subsequent policy statements and studies coming from both the European Commission (EC) and the European Environment Agency (EEA) have continued to highlight the threats posed by a disperse form of urban development in general and have drawn special attention to the risks to coastal habitats in particular. According to the EEA almost half the population of countries with a sea border is located within coastal regions.

Nominations for the EIB-ERSA prize for the ERSA 2011 Congress, Barcelona

The committee for the EIB-ERSA prize is asking for nominations of candidates for the EIB-ERSA prize in ERSA 2011 Congress in Barcelona.

Eligible are ’living European regional scientists, who have made an outstanding contribution to the advancement of regional science’. Nominations can be made by every individual.

Call for Papers - Territoriality of the Commons: Spatial Perspectives on the Governance of Public

International Research Workshop, 29-30th September 2011 in Erkner, near Berlin, organised by the Department for “Institutional change and regional public goods” at the Leibniz-Institute for Regional Development and Structural Planning (IRS).

The purpose of the workshop is to explore the multiple, emergent geographies of the commons as a step towards developing a more systematic and fine-grained conceptualisation of the spatial dimensions to their governance. We aim to promote dialogue between historians, geographers and researchers across the social sciences and between three strands of research that we have identified as particularly relevant to the territoriality of the commons:

  • 1. Action arenas as loci for organising regional commons
  • 2. Rescaling the commons and the reordering of power geometries
  • 3. Reconnecting the physical and social geographies of the commons.

Special Session on Understanding factors and processes underlying spatial dependence.

Spatial economics applications today routinely examine the extent and pattern of spatial association (dependence) across economic variables. Despite this, the economic processes that underlie these associations tend to receive less attention, especially as concern is shifted towards the statistical properties of spatial dependence than on its substantive determinants. This special session invites papers that seek to explore exactly how observed patterns of spatial association reflect underlying economic processes and how/when the latter produce statistical associations in space. Both empirical/methodological and theoretical contributions are invited.

The Zurich Center for Computational Financial Economics (ZCCFE)

2011 Zurich Institute on Computational Economics (ZICE11) at the University of Zurich, Switzerland, from September 3 to September 11, 2011. ZICE11 will be a summer program for young scholars interested in applying computational methods to economics.

ZICE11 marks the first time, that a workshop similar to the highly successful summer programs (ICE07, …, ICE10) of the Chicago-Argonne Initiative for Computational Economics (www.ice.uchicago.edu) is held outside Chicago. ZICE11 has a similar format as the past ICE workshops with lectures and tutorials on topics in numerical analysis, their applications in economics, and their implementation in a variety of software tools. Participants will work on group assignments to facilitate the learning of numerical methods and will be able to speak with the lecturers about their own work during “office hours”.

The aim of ZICE11 is to create a collaborative community of computational scientists and economists by training young scholars (advanced graduate students and post-doctoral students) in state-of-the-art numerical methods and computer technology, and their application to economic modeling and analysis.

These sessions are presented by a mix of computational scientists and economists: Ken Judd, Felix Kubler, Todd Munson, Karl Schmedders and Che-Lin Su.

ANTOINE BAILLY: LAUREATE OF THE VAUTRIN LUD INTERNATIONAL GEOGRAPHY PRIZE 2011

Please join us in congratulating Tony on this well deserved recognition of his lifetime achievements!

Established in 1991 the Vautrin Lud International Geography Prize is the highest award that can be gained in the field of geography. The award is modelled on the Nobel Prize and is called the “Nobel Prize for Geography”. It is named after the 16th century French scholar Vautrin Lud who is credited with naming the new world “America”.

The nomination is done by an international jury who chooses, among proposals given by world specialists, a high level geographer who gave a significant contribution to the evolution of geography. Among the past laureates, Sir Peter Hall (2001), Brian Berry (2005), Mike Goodchild (2007), Peter Haggett (1991), David Harvey (1995). The prize will be given on October 6, 2011, at the International Festival of Geography (Saint-Dié-des-Vosges, France).

Geographer, specialist in regional science, medicometry and regional development. Doctor Homoris Causa of the universities of Quebec, of the Hungarian Science Academy and of the University of Lisbon, Antoine Bailly received in 2008 the Founder’s medal, the highest distinction in regional science. Emeritus of the University of Geneva, holder of the agregation in geography and state doctor, Antoine Bailly has studied and taught in North America, Portugal, France and Switzerland. He has been invited to over forty universities spanning the five continents.

Antoine Bailly is the author of 30 works on regional science, human geography and health politics. He chaired the scientific committee of the International Festival of Geography (Saint-Dié-des-Vosges, France) from 1993 to 1999. He currently chairs the Health Forum in Switzerland as well as the program For and On regional development of the INRA in France.

We are pleased to announce that the call for participants has been extended until the 15th of May, for the 2011 Summer School of the European Regional Science Association (ERSA), to be held at the University of Luxembourg, 4-13 July 2011.

The goal of the 24th ERSA Summer School is to provide PhD-students and young researchers with advanced training in the field of urban modeling and particularly urban dynamics. In addition it is aimed at being an interactions platform where young researchers can extensively present and discuss their own research with other young researchers and with more senior academics in the field.

The Summer School is dedicated to a group of maximum 30 phD students and young researchers from all over Europe or beyond. Modelling Cities and Urban Dynamics.

Urbanisation processes will be the thematic focus of the Summer School. Particular attention will be paid to the temporal dimension and the dynamics of urban patterns formation. The lectures will be revolving around the following items: urban sprawl, urban and periurban land use change, urban patterns formation, self-organisation of cities and networks of cities, emergence of sub-centres/edge-cities, cumulative effects, urbanisation and travel patterns, mitigation policies. Emphasis will be set on models and empirical work thatdraw links with urban economic theory, economic geography, complex systems,agent-based simulations, or embed innovative spatial data analysis techniques.

The program includes lectures by Jan Brueckner (Irvine, California), Pierre Frankhauser (Besançon, France) Jean-Claude Thill (Charlotte, North Carolina), Jacques Thisse (Louvain-la-Neuve, Belgium)

Conference Objectives

Localism and regionalism tend to be seen as conflicting and competing conceptions of territorial organisation. Indeed, there are well rehearsed, albeit evolving, debates which engage with the theoretical and policy architectures underpinning regionalism and localism. These two forms of territorial organisation have their origins in different schools of thought, underpinned by fundamentally different ideals around the structure and role of both government and governance in territorial management, the scales at which these functions are most effectively operationalised and how they relate to each other. The current debates in the UK on Local Enterprise Partnerships (LEPS) illustrate this.

The deadline for first drafts is September 1, 2011.

Many countries are experiencing increases in their immigrant populations, and their presence creates diversity in countries where ethnic-racial diversity is a new phenomenon, and it has started national debates about national identity among the native-born.

The Directorate-General for Regional Policy, European Commission, is currently calling for expressions of interest in the form of a word abstract (max 1.000 words) to enter a high profile poster competition.

The Competition is open to both PhD students and early career researchers (3 years into work following education) working on European regional policy.

The finalists will be invited and funded to present their work at the October Open Days event in Brussels which sees over 6.000 European policy makers and practitioners come together to share best practice.

REPORT ON THE 8TH INTERNATIONAL CONFERENCE OF

THE ROMANIAN REGIONAL SCIENCE ASSOCIATION

On June 24-25, 2011 the 8th International Conference of the Romanian Regional Science Association – “European Economic Recovery and Regional Structural Transformations”, dedicated to the 10th Anniversary of the Romanian Regional Science Association - took place at Cluj-Napoca, in the North-West Region of Romania.

It was hosted by the “Babes-Bolyai” University of Cluj-Napoca - Faculty of Economics and Business Administration, in partnership with the Faculty of European Studies and the Faculty of Geography.

More than 80 papers were included in the programme, with over 150 authors representing many important university centres, research institutes, central and local administration institutions from various regions of Romania also from abroad, mainly from Hungary and Poland.

The Winter School is a truly cross-border postgraduate programme located in the heart of the Alps

This year we will be focusing on “Federalism and Minority Protection”.

Cities across Europe have various approaches in dealing with the disorderly conduct of certain groups of young people. Street violence and vandalism are two examples of problematic behaviour. As a consequence, many people feel insecure in some parts of their cities. What is your approach in dealing with this insecurity? And how can we make sure these young people stay off the crime path?

Local policies and practices can help these young people achieve their educational and career goals and ward them off a criminal career. But what makes an approach preventing juvenile delinquency truly effective?

Our first key-note speaker is the Mayor of the city The Hague, Mr. Jozias van Aartsen. He will outline the successful integrated approach of the city of The Hague towards crime prevention among youth.

Our scientific expert is Professor Per-Olof H. Wikström from the Cambridge University and Director of a major research project in the field of juvenile crime prevention. He will elaborate on why young people commit acts of crime and will discuss the implications of crime prevention.

Fourth Euro-African Conference in Finance and Economics (CEAFE 2012)

at the American University of Cairo on May 7-9, 2012.

Co-organizing institutions include Angola School of Business, CORE-Université catholique de Louvin, Ecole Polytechnique de Tunisie, Economic Research Forum, GREQAM-Université d’Aix-Marseille, Nova School of Business and Economics, Université Paris 1-Panthéon-Sorbonne and Paris School of Economics.

Papers in all areas of finance and economics are permitted. All papers have to be submitted online via the conference website: http://conf.aucegypt.edu/CEAFE%202012 by January 4, 2012. Decisions will be announced via e-mail by February 22, 2012.

A number of grants are available to cover registration fees, international travel and accommodation expenses. These funds will be allocated on a competitive basis.

The Symposium "The paths of territorial development"

Clermont-Ferrand from 19 to 21 June 2012

This scientific event will be an opportunity to present and discuss the results of all projects involved in the “For and About Regional Development” program between 2007 and 2011, in the ten concerned regions. It also aims to bring comparisons to researches done by scientists outside the program, and provide an update on the major issues of agricultural and territorial development thanks to contributions from guest speakers.

Proposals for papers must be submitted by January 15, 2012. They will be selected by the Scientific Committee of the Symposium chaired by Antoine Bailly (University of Geneva, Switzerland) and Hervé Guyomard (INRA, France).

Information on the CALL for papers in 2012

European Regional Science Association (ERSA) is the largest international scientific association devoted to the analysis of regions. It incorporates 18 national and linguistic associations across Europe. Its 3500 members are academics, policy professionals and researchers interested in spatial economics and planning, regional and local development and related issues.

ERSA events are essential for the understanding of current economic, social and political issues. With more than 1000 delegates participating in the Congresses held in Jönköping (2010) and Barcelona (2011), no other regional meeting can rival the annual ERSA congress for size and depth of coverage.

Our next Congress is in the University Of Bratislava in August 2012.

Traditionally there are also quite good publication possibilities associated with the Uddevalla Symposia: Unpublished and complete revised papers first presented at the 15th Uddevalla Symposium are to be published in an Uddevalla Symposium Hardback Proceeding. A selection of these revised papers presented at this symposium will be published in a Special Issue of Small Business Economics and in one or two edited books published by an international publisher after review process.

24th ERSA Summer School starts today

The goal of the 24th ERSA Summer School is to provide PhD-students and young researchers with advanced training in the field of urban modeling and particularly urban dynamics.

In addition it is aimed at being an interactions platform where young researchers can present and discuss their own research with other young researchers and with more senior academics in the field.

It is also a unique opportunity to prepare for a future research career in regional science, including enhancing publishing skills and developing an international network.

ERSA will be represented by Richard KELLY on the 6th of July and by Maristella ANGOTZI on the 11th of July.

We will update the website in the next few days, with the presentations by the young researchers and the lecturers.
