The central theme of the Congress is "Local governance and sustainable development". It encompasses the great concern for environmental and social dimensions in the processes of local development and puts also the stress upon the various levels of governance and the different types of actors involved in this complex process. The aim is that of the evolutions resulting (or expected) from the introduction of the question of sustainable development in the implementation of local planning and development policies. This theme has for the last few years been at the heart of the development policies of Regions, and particularly metropolitan regions and now serves as a factor of attractiveness for populations and for economic actors.
